Cogen kills resignation resolution

For the first time since Multnomah County Chair Jeff Cogen revealed he had an 18 month extramarital affair with Sonia Manhas, Cogen attended a board of commissioner's meeting. 

Cogen says that he caused tremendous pain to his family, Manhas and county employees.  He also said he believes he will be cleared of wrongdoing when investigations are complete. 

Four commissioners agreed to place a resolution calling for his resignation on the agenda and it was the first item covered.

Commissioner Deborah Kafoury said it's been a huge distraction in the public's eye and it needs to end.

Commissioner Loretta Smith said the issued affected the commission in such a way that it prevented them doing their job.

But, when it came to a vote Cogen's lone vote prevented it from passing, because it required unanimous consent.

The Multnomah County Attorney, the Sheriff, the District Attorney and the Oregon Attorney General are investigation whether Cogen and Manhas broke any laws or violated county rules.

Manhas resigned from her job with the Health Department effective at the end of August.
